System Preferences ➜ International ➽ Input Menu Tab ☛ Turn on Character Palette. At this point a British flag appears in the top right menu bar. Click on that and Character Palette is one of the options listed.

On a PC:
Start button ☞ All Programs.
Programs ⇰ Accessories ⥤ System Tools ✄ Character Map.
You may want to create an Alias for this and have it on the desktop.
